The City of High Springs has implemented accepting credit cards, debit cards, and electronic check payments. Payments are processed by an independent company, Point and Pay who is in partnership with the City of High Springs, to process new utility account deposits, water bills, business license tax, building permit fees, and motor vehicle tag and title registration.

To Open a New Utility Account:

Complete Utility Service Application - Utility Application   (email it to billing [at] highsprings.gov or hand-deliver it to City Hall, Monday-Thursday 7:30 AM-6:00 PM.) 

Full Deposit required - Online New Utility Account Deposit

Drivers License or Florida ID

Social Security Card or Tax document 

Homeowner – proof of ownership such as warranty deed

Renter – provide a copy of the rental agreement

 

The card processor assesses a convenience fee of 3% of the total amount of debit/credit card transactions with a minimum fee of $2.50 and $2.50 for electronic check payments.

The City of High Springs does not receive any portion of the convenience fee. Under Florida State Statute, the City as a unit of local government has the option to partner with a third party to provide this service. Reference Florida State Statute 215.32
